SWAT officers in armored vehicles surrounded an apartment complex near 66th Street and Osborn Road around 4:30 p.m. of Sunday. After hours of negotiations with authorities, 35-year-old Nicolas Cowan was taken into custody without “significant use of force”, according to police.
