Mr Johnson did not refer to the 24-page Scottish Conservative election manifesto released on Thursday, nor did he refer to the 18-page Tory Wales manifesto released on Wednesday. Sir Keir and Sir Ed were at the center of their respective election campaigns in Bury and south-west London. The Tories have not published a manifesto for the local elections in England, as is normal, and claimed that their campaign in England began at the party’s spring congress last month, when Oliver Dowden, the leader of the Conservatives, and Mr. Johnson made direct and indirect references to local elections in their speeches. A Conservative source insisted the campaign for the local election had begun at the convention, saying it was “nonsense” to suggest that Johnson had withdrawn from the campaign. The source said: “The campaign started at the spring conference as usual. There was no such start last year. The prime minister has many full days of campaigning on his calendar very soon. at least 100 years. “ Party sources said both Johnson and Dowden “spoke clearly about the locals and the Conservative campaign in their speeches.”
