Video taken by a neighbor’s surveillance camera shows a car on a residential street in Elizabeth on Tuesday turning backwards and then chasing the woman to a front lawn, where she slips and falls in front of an oncoming vehicle. Neighbors tell News 4 New York that the man made his way back to Salem Avenue, a one-way street, to avoid traffic during rush hour Tuesday morning and fell on a woman’s car at the intersection. Apparently, this upset the man so much that he started following her in his car. Police and prosecutors allege that Elizabeth 56-year-old Vincent Jean was involved in a minor car accident with the woman and began chasing her after he began photographing his car as he tried to escape. Jean allegedly drove over the victim, then turned back and drove it again, according to the prosecutor’s office. Surveillance video at home showed Jean chasing the woman and plowing inside her. “He ran her. He ran her again, three times,” Isaac, a witness who did not want to give his last name, told News 4 New York. It was the camera of his house that recorded the painful incident around 8:30 on Tuesday morning. “How could you do that? It was a feather, that’s all.” Seconds after the first hit, a school bus appeared and blocked the driver, according to the witness. At this point the driver turned and allegedly plowed the victim again. Prosecutors said Jean then hurried away as he left the woman injured on the floor. Neighbors called 911 as Isaac and his wife ran to help the woman. “As my wife put a blanket on her to keep her warm – it was raining and the grass was wet – she said ‘thank you’ to my wife,” Isaac said. The Union County Sheriff’s Office charges Jean with attempted murder, aggravated assault and other offenses. Hours later, police said they found Jean sitting in his wrecked SUV a few miles from the scene. The 23-year-old was taken to the hospital in critical condition. Jean made his first appearance in court and was being held in county jail pending a temporary detention hearing next Tuesday. He did not have a lawyer on the list, according to the prosecutor’s office.
