Speaking at his country’s Navy Day in St Petersburg, Putin said Russia wants to strengthen its influence on the seas and become a “great maritime power”. Earlier, Putin signed a 55-page naval doctrine outlining Russia’s plans. The document singles out America as Russia’s main naval adversary because of “the US’s strategic policy of dominating the world’s oceans.” He also argued that the impending expansion of NATO poses another threat on the high seas. Putin has said Russia will deploy military force if diplomacy and economic tactics prove ineffective in curbing American power. US officials have argued that Putin and Russia are trying to militarize international waters as it seeks to strengthen its military posture. The doctrine emphasized the importance of the Arctic Ocean and said Russia would seek to deepen its position in the Black and Azov seas.
