According to the Special Investigation Unit, Toronto police responded in the area of Auckland Road and Dundas Street West after receiving a report of a pedestrian who was causing traffic disruption.
By the time police found the man, SIU said, he had been in a vehicle.
The vehicle was subsequently involved in multiple collisions as officers followed, the SIU said.
Police said earlier that they had responded to at least three scenes of clashes involving Etobicoke and Mississauga that night.
Images from the various scenes showed several damaged vehicles, one of which crashed into a hydraulic pole next to a church.
“As a result of one of the collisions in the Queensway East and Dixie Road areas, a man waiting at the intersection with a vehicle was seriously injured,” the SIU said in a statement. The 24-year-old was taken to hospital for first aid.
The suspect was eventually taken into custody by police. Surveillance video previously taken by CP24 shows officers moving to arrest a driver as a five-tonne smoking truck stops near a construction site.
“SIU urges anyone who may have information about this investigation, including videos or photographs, to contact the lead investigator,” the agency said in a statement.
Three investigators and a conflict reconstructor have been assigned to the case.
The SIU is a provincial service that is called upon to investigate whenever police are involved in an incident that results in death, serious injury or sexual assault allegations.
